Four east Cobb County elementary schools were on lockdown Thursday morning as dozens of police conducted a manhunt for two burglary suspects.
The manhunt, which included tracking dogs and helicopters, was being conducted in the area of Terrell Mill and Paper Mill roads.
Cobb police spokesman Joe Hernandez said the search was connected to an earlier burglary at a home in Roswell. He said the homeowner interrupted the burglary, “and was able to get a good description of the suspects and their vehicle.”
The vehicle was later spotted by Cobb police, and the suspects bailed from the vehicle.
One suspect was taken into custody, and police were still looking for two others, Hernandez said.
He said guns were taken during the burglary, so police are assuming that the suspects are armed.
Brumby, Powers Ferry, Eastvalley and Sope Creek elementary schools were placed on lockdown because of the manhunt, Cobb schools spokesman Jay Dillon said.

Allows competitive contracts to be enforced in Georgia courts.
House Resolution No. 178

“Shall the Constitution of Georgia be amended so as to make Georgia more economically competitive by authorizing legislation to uphold reasonable competitive agreements?”
First Reader Summary:
A RESOLUTION proposing an amendment to the Constitution so as to allow the enforcement of contracts that restrict competition during or after the term of employment or of a commercial relationship so long as such contracts are reasonable in time, area, and line of business; to provide that courts may modify such contracts to achieve the intent of the contracting parties; to provide for the submission of this amendment for ratification or rejection; and for other purposes.
Currently, Article III, Section VI, Paragraph V, Subparagraph c of the Constitution reads:
(c) The General Assembly shall not have the power to authorize any contract or agreement which may have the effect of or which is intended to have the effect of defeating or lessening competition, or encouraging a monopoly, which are is hereby declared to be unlawful and void.
This Amendment will amend Subparagraph c to read:
(c)(1) The General Assembly shall not have the power to authorize any contract or agreement which may have the effect of or which is intended to have the effect of defeating or lessening competition, or encouraging a monopoly, which are is hereby declared to be unlawful and void. Except as otherwise provided in subparagraph (c)(2) of this paragraph, the General Assembly shall not have the power to authorize any contract or agreement which may have the effect of or which is intended to have the effect of defeating or lessening competition, which is hereby declared to be unlawful and void.
(2) The General Assembly shall have the power to authorize and provide by general law for judicial enforcement of contracts or agreements restricting or regulating competitive activities between or among:
(A) Employers and employees;
(B) Distributors and manufacturers;
(C) Lessors and lessees;
(D) Partnerships and partners;
(E) Franchisors and franchisees;
(F) Sellers and purchasers of a business or commercial enterprise; or
(G) Two or more employers.
(3) The authority granted to the General Assembly in subparagraph (c)(2) of this paragraph shall include the authority to grant to courts by general law the power to limit the duration, geographic area, and scope of prohibited activities provided in a contract or agreement restricting or regulating competitive activities to render such contract or agreement reasonable under the circumstances for which it was made.
Prop. Const. Amend #2:
Adds $10 tag fee on private passenger vehicles to fund statewide trauma care expansion.

“Shall the Constitution of Georgia be amended so as to impose an annual $10.00 trauma charge on certain passenger motor vehicles in this state for the purpose of funding trauma care?”
First Reader Summary:
A RESOLUTION proposing an amendment to the Constitution so as to impose a charge on certain motor vehicle registrations in this state which shall be transferred to the state treasury for the purpose of funding the Georgia Trauma Trust Fund; to authorize the General Assembly to adjust the amount of such charge and to provide for the collection of such charge; to provide that such funds shall not be subject to lapse; to provide for related matters; to provide for the submission of this amendment for ratification or rejection; and for other purposes.
This Amendment will add a new subparagraph o to Article III, Section IX, Paragraph VI of the Constitution to read:
(o)(1) As used in this subparagraph, the term ‘passenger vehicle’ means every motor vehicle designed to carry ten or fewer passengers and that is used for the transportation of persons and shall include pickup trucks, motorcycles, sport utility vehicles, and passenger vans.
(2) There shall be imposed an annual $10.00 trauma charge on each passenger vehicle, as defined in this subparagraph, registered in this state. Such trauma charge shall be collected at the same time as other license tag and registration fees required by law are collected and prior to the issuance of a license plate or revalidation decal for such passenger vehicle in such manner as may be provided for by general law.
(3) The trauma charge under this subparagraph shall not apply to vehicles owned by the state or its departments, agencies, or authorities or by any political subdivision of the state.
(4) Proceeds of the trauma charge under this subparagraph shall be deposited on a monthly basis in a trauma trust fund. The General Assembly shall provide for the operation of such trust fund and shall specify the trauma care purposes for which such funds are to be expended.
(5) Revenues deposited into the trauma trust fund shall not lapse as otherwise required by Article III, Section IX, Paragraph IV(c) and shall not be subject to the limitations of subparagraph (a) of this Paragraph or of Article VII, Section III, Paragraph II.”

Allows the State to execute multiyear contracts for longterm transportation projects.

“Shall the Constitution of Georgia be amended so as to allow the Georgia Department of Transportation to enter into multiyear construction agreements without requiring appropriations in the current fiscal year for the total amount of payments that would be due under the entire agreement so as to reduce long-term construction costs paid by the state?”

A RESOLUTION proposing an amendment to the Constitution so as to authorize the General Assembly to allow the Georgia Department of Transportation to enter into multiyear construction agreements without obligating present funds for the full obligation to the state under the full term of such agreements; to provide for procedures, conditions, and limitations; to provide for the submission of this amendment for ratification or rejection; and for other purposes.
This Amendment will add a new paragraph to Article VII, Section IV of the Constitution to read:

Article XI, Section I, Paragraph IV, subparagraph e of the Constitution currently reads:
(e) Any person owning property in an industrial area described in subparagraph (d) may voluntarily remove the property from the industrial area by filing a certificate to that effect with the clerk of the superior court for the county in which the property is located, but only if the property is located on an island. Once the certificate is filed, the property described in the certificate, together with all public streets and public rights of way within the property, abutting the property, or connecting the property to property outside the industrial area will no longer be in the industrial area and may be annexed by an adjacent city. The filing of a certificate will be irrevocable and will bind the owners, their heirs, and their assigns. The term ‘owner’ includes anyone with a legal or equitable ownership in property but does not include a beneficiary of any trust or a partner in any partnership owning an interest in the property or anyone owning an easement right in the property.

A BILL to be entitled an Act to amend Part 1 of Article 2 of Chapter 5 of Title 48 of the Official Code of Georgia Annotated, relating to exemptions from ad valorem taxation, so as to provide that, subject to referendum approval, all tangible personal property constituting the inventory of a business shall be exempt from state ad valorem taxation; to provide for a referendum election with respect to effectiveness; to repeal conflicting laws; and for other purposes.
This Referendum amends Part 1 of Article 2 of Chapter 5 of Title 48 of the Official Code of Georgia Annotated, relating to exemptions from ad valorem taxation, by adding a new Code section to read as follows:
“48-5-41.2
All tangible personal property constituting the inventory of a business shall be exempt from state ad valorem taxation.”

The 2010 First Friday Art Walk takes place in historic Marietta Square on the first Friday of each month from April to October. The Art Walk is a free, self guided tour showcasing local original art. Marietta’s Independence Day parade and celebration

The Marietta Freedom Parade will begin at 10 a.m. at Roswell Street Baptist Church and head towards the Square. The end of the Parade marks the start of the Festival. Food concessions, arts and crafts and carnival will provide plenty to do for the whole family.
The city will celebrate on Saturday, July 3rd this year since the 4th is on Sunday. This change is necessary because we use the Roswell Street Baptist Church for staging the parade and the First United Methodist Church for fireworks.

Cobb Classic Rodeo

Cobb County and Marietta City Schools dismissed early due to inclement weather
(Marietta, GA — March 2, 2010) All Cobb County Schools will close two hours early today due to inclement weather. The after-school program (ASP) is cancelled. For more updates, please visit www.cobbk12.org.
Marietta Center for Advanced Academics and Marietta Sixth Grade Academy will begin dismissal at 12 p.m. Marietta Middle School and Marietta High School will begin dismissal at 1 p.m. All Marietta City elementary schools will begin dismissal at 2 p.m. Please check the Marietta City Schools Web site at www.marietta-city.org for updates.
You can also check for updates on your local television, radio stations and news websites for other weather and school related information.
Merchant’s Walk Library closing to make way for new East Cobb library
If you use our county libraries, be sure to note this change that takes effect this week.
Merchant’s Walk Library will close its doors to the public 6 p.m., Friday, Jan. 22, and library service for residents in the area will resume 9 a.m., Monday, Feb. 1, at the new East Cobb Library, located at 4880 Lower Roswell Road, Marietta, in the Parkaire Shopping Center. During the week transition, library service will be available at Mt. View Regional Library, 3320 Sandy Plains Road, Marietta, or any Cobb library. Merchant’s Walk patrons can return library materials to any Cobb library. For more information, call 770-509-2725.
The new East Cobb Library is more than 16,680 square feet and was designed and constructed to meet the current and future needs of the community. It has a multipurpose room, children’s activity room, dedicated teen space, study rooms, vending area and self-checkout station. For more information, visit cobbcounty.org/library.

The market has an average of 55 vendors and hundreds of customers each week. Market customers have lots of variety to choose from including heirloom tomatoes, fruits and vegetables that are rarely, if ever, available from the grocery store. Something To Do – Marietta Fire Museum
The Marietta Fire Museum has many items on display used by the Marietta Fire Department dating back to the 1800s. The museum has fire service clothing, equipment and antique apparatus. Some items in the museum are on loan from private collectors. Items that can be
found in the museum include:

This week (the police) have begun to receive reports of daytime burglaries in the area off Holt Rd. and Sewell Mill Rd. (Wheeler H.S. area) Be on the look out for the described suspects below who may be seen crossing through yards, especially during school hours.

050409 0934 to 0943 Hours.- Arrow Wood Dr.(Near Wheeler H.S.)
Attempted burglary where the victim was home. Two young black males, one had short hair, multi colored shirt and blue jeans. The second suspect had a dark blue hat. After knocking on the front door they kicked open the side door, entry was blocked by items.
050509 0943 to 0950 hours.- Counsel Dr. Entry was made by forcing open the carport door. Two thin build teenaged black males wearing hooded long sleeve shirts and blue jeans and carrying a red guitar were seen in the area by numerous witnesses. Note: A neighbor saw the two males walk up the driveway, heard a bang, and saw them walking away with a computer monitor. She called the victim and later called the police. (Call 911 first)
Compaq monitor, Red Nintendo DS and athletic socks were taken.

Police Alert for East Cobb County
The Cobb County Police Department’s Crimes Against Persons Unit is investigating a report of an attempted kidnapping, which occurred in the area of Precinct Four in east Cobb County, GA 30068
According to investigators, the victim had just returned to her residence and parked her car in the garage. A suspect approached the victim and grabbed her. After a brief struggle, the victim was struck with a firearm and pulled into the driveway. The victim was able to fight off the suspect and he fled the area on foot. Witnesses observed the suspect entering a dark-colored Honda Accord driven by a second suspect.

Suspect #1: W/M, 5’10”, medium build, 180-200lbs, wearing a ski mask.

Martin Luther King, Jr. (January 15, 1929 – April 4, 1968) was an African American clergyman, activist and prominent leader in the American civil rights movement. His main legacy was to secure progress on civil rights in the United States and he is frequently referenced as a human rights icon today.
A Baptist minister, King became a civil rights activist early in his career. He led the 1955 Montgomery Bus Boycott and helped found the Southern Christian Leadership Conference in 1957, serving as its first president.
King’s efforts led to the 1963 March on Washington, where King delivered his “I Have a Dream” speech. There, he raised public consciousness of the civil rights movement and established himself as one of the greatest orators in U.S. history.
Marietta History – College Coffee Nights

The Marietta Museum of History will host a new event for the college crowd. College Coffee Night at the Museum will be an evening of fun with a trivia game, time to tour the museum and coffee and refreshments. Gift cards and other prizes will be awarded during the evening.
“I’m excited that we can offer an event that is an alternative to the typical college scene,” said Anna Monroe, Museum Assistant. “The students have put a lot of work into ensuring a fun evening for participants. We are anticipating a big crowd and hope to make plans soon to continue the event in 2009.”
College Coffee Night will run the second Tuesday of each month. Cost of the event is $3 per person.

17th Annual Spring Creek Living Nativity
On December 15, 2008, Janis and Jim Hylton blessed us again with the hosting and coordinating the 17th annual Spring Creek Living Nativity. This special neighborhood tradition began in 1991 and over the years many children have enjoyed participating in this event. Costumes and props are passed down from year to year and it’s amazing to see the “veteran” actors coaching and teaching the “newbies” the well-known songs and scripted lines. This year, our children are to be applauded for beautifully depicting Jesus’ birth with joyful singing and heartfelt acting on a lovely night in December. After the performance, we all enjoyed delicious hot chocolate and cookies in the Hylton’s home.
A special thanks to Beth Lauria, Janie Bunch, Tammy Feilmeier and Janis Hylton for their help and also thank you to Phil Kopp who set up the stable. And of course, thanks to all who came out to see it and who support this remarkable
event.

The 32nd annual Harvest Square Arts & Crafts Festival, sponsored by the Marietta Parks and Recreation Department, will feature many local and area artists and craftspeople. Exhibits will include painting, pottery, woodwork, metal, jewelry, glass, fabric, floral designs, and much more. This year’s festival combines Halloween Happenings and Scarecrows on the Square into a day of family fun. Halloween Happenings will feature games, activities and prizes for the entire family. The highlight will be the costume contest for children under 12 years old at 2:00 p.m. Winners usually wear creative homemade costumes. A pet costume contest will be held at 3:00 PM by Bear’s World, an educational organization promoting pet and child safety. Bring in your decorated pumpkin at 1:00 PM to be judged. Winners will be announced at 2:00 after the Scarecrow winners are announced. Scarecrows will be set up by schools, groups, and organizations the first week in October and will remain in the Square until November 1. Awards will be presented at 2:00 p.m. Saturday, October 18 before the Kid’s Costume Contest.

For those of you who have never attended a Women’s Club Meeting, our goals are simple… first of all we EAT… second, we focus on getting to know each other and most importantly…we try to find ways to make Spring Creek the best neighborhood in East Cobb. The meetings are very casual and everyone is welcome. And to be fair….Men are welcome too, but I’ll warn you, we don’t play video games, we rarely talk about sports and we eat vegetables .

Load up your fishing gear and folding chairs and head to Laurel Park, 151 Manning Road for Family Fishin’ and Fun Day, Saturday, September 20. Slow down the pace and enjoy some old fashioned fun at this annual event! Fishing begins at 7:30 a.m. Catfish are the primary population of the lake, but there are also bream and bass. Prizes will be awarded at 11:15 a.m. for the Big Fish, as well as some surprise categories. There will also be a casting contest.
A hot dog lunch will be served.
